Preamble
WHEREAS, the infrastructure program of the Government has been adopted primarily to hasten the economic development of the country; WHEREAS, to carry out this program more effectively and to cope with the demands of the ever growing traffic volume, advance planning and programming for wider roads must be made; WHEREAS, in order to attain this objective, and to minimized to a great extent the financial burden on the part of the Government in acquiring the needed right-of-way for its public works projects, it is necessary to amend further section 112 of Commonwealth Act No. 141, as amended; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree and order as follows:
