Preamble

WHEREAS, the government has embarked on a massive program of tourism development as one of the studied measures to strengthen the economy of the country; WHEREAS, the city of Zamboanga and its environs have been included as one of the priority area for this kind of development by reason of ideal location and natural beauty; and WHEREAS, it has been determined that among the places in the Zamboanga region suitable and ideal for a viable tourism development are the islands commonly known as STA. CRUZ GRANDE and STA. CRUZ SMALL; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution hereby decree:
