SEC. 2. The Colleges shall primarily provide higher
technological, professional and vocational instruction and training in
agriculture, fisheries, trades and technology, arts and sciences, as
well as short-term technical or vocational courses, as the Board of
Trustees may deem necessary, and shall promote researches in the
exploitation and conservation of the natural resources in the province.
