Preamble
WHEREAS, it is the desired goal of the government to hasten rural development and to provide substantial opportunities to Filipino farmers to attain economic well-being and lead a dignified life; WHEREAS, in the pursuit of this desire, the government shall pool the collective efforts of the public and private sectors in order to effect the necessary changes and reforms in the social, economic and political structures of our society; WHEREAS, there is an imperative need to increase food production in order to cope with the demand by an expanding population; WHEREAS, the government is cognizant of the role the farmers play in the process of modernizing the agricultural sector; NOW, THEREFORE, I FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby decree, order and make as part of the law of the land the following: TITLE, PURPOSE AND DEFINITIONS THE FARM SYSTEMS DEVELOPMENT CORPORATION TRANSITORY PROVISIONS
