Section 1
SECTION 1. Section 8 of Presidential Decree No. 470 is hereby amended to read as follows: "SECTION 8. The College shall have the general powers set forth in Section 13 of Act 1459 the exercise of which are hereby vested exclusively in the Board of Trustees and the President of the College in so far as authorized by the Board. In addition to its general powers of administration, the Board of Trustees shall have the following powers and duties: "x x x x x x (c) To appoint, upon recommendation of the President of the College, Vice Presidents and deans, heads of departments, professors, instructors, lecturers and other officers and employees of the College; to fix their compensation; to prescribe their hours of service, duties and the conditions of work as it may deem necessary and proper; to grant to them in its discretion, leave of absence under such regulations as it may promulgate, any provision of law to the contrary notwithstanding, and to remove them for cause after due investigation and hearing."
