SECTION 1. The second paragraph of Section 17 of Presidential Decree No. 690 is hereby amended to read as follows: "All the outstanding contracts of the Commission on National Integration, Mindanao Development Authority, the Presidential Task Force for the Reconstruction and Development of Mindanao and the Special Program of Assistance for the Rehabilitation of Evacuees (SPARE) with other agencies and/or instrumentalities of the government or those with private entities are assumed by the Administration, except that in the case of the non-muslim hill tribe cultural minorities all throughout the Philippines, the powers, functions and duties of the Commission on National Integration as provided for in Republic Act No. 1888, as amended, insofar as these non-muslim hill tribes are concerned, shall be exercised solely by the Office of the President through the Presidential Assistant on National Minorities."
