Preamble

WHEREAS, it is the policy of the government to ensure the swift dispensation of justice; WHEREAS, there is a need to restate this policy by establishing an effective prosecution service in the recently created provinces in Mindanao; and WHEREAS, the steady population growth in some other provinces makes it necessary to increase the present number of prosecutors therein; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution do hereby order and decree:
