SEC. 17. Appropriation. — The sum of fifteen million (P15,000,000) pesos is hereby appropriated out of any funds in the National Treasury not otherwise appropriated to carry out the purposes of this Decree: Provided, That this appropriation shall be available for the payment of expenses incurred for the purpose before the promulgation of this Decree, and shall be available for expenditure after June 30, 1973, until all expenses of said plebiscite shall have been paid.
