SEC. 2. Section four of the same decree is hereby amended to read as follows: "SEC. 4. To carry out the purposes and provisions of this decree for the fiscal year ending June 30, 1976, the sum of One Million Six Hundred Thousand Pesos, or so much thereof as may be necessary, is hereby appropriated out of any funds in the National Treasury not otherwise appropriated. Thereafter, such sum as may be necessary for the purpose shall be included in the annual General Appropriations Decree."
