Preamble
WHEREAS, the Special Committee on Naturalization constituted by Letter of Instructions No. 270 has promulgated rules and regulations, prescribed forms and collected fees and costs for the effective and expeditious implementation of instructions on the naturalization of aliens by decree; WHEREAS, the filing of petitions for naturalization, the screening and background investigations of applications, the implementation of other instructions, and the submission of recommendations to the President are still going on and will not be completed before the end of the current fiscal year; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree that:
