Preamble

WHEREAS, there is a need to amend Section 85, Article XIV, of the Charter of the City of San Pablo, entitled "The Bureau of Education" for the following reasons: There is no more Director of Education nor Bureau of Education; San Pablo City has become a separate and independent division from the Division of Laguna since 1955; Republic Act No. 5447, otherwise known as the Special Education Fund Act, already takes care of all specific rules and regulations including the creation, composition and functions of the City School Board; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
