SEC. 4. Section five of the same decree is hereby amended to read as follows: "SEC. 5. Appropriation.—The sum of five hundred thousand pesos (P500,000.00) is hereby appropriated out of any funds in the National Treasury not otherwise appropriated, for the expenses of the Board for fiscal year nineteen hundred and seventy-six, the special budget for which shall be subject only to approval by the Board. The appropriation for the Board shall be included and programmed in the annual national budget for the succeeding fiscal years."
