Preamble

WHEREAS, there is a need to update, simplify, reduce the number of special tax classifications, and equalize taxation of similar business activities; WHEREAS, there is a need to improve the administrative provisions of the National Internal Revenue Code. NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree the following:
