SEC. 11. Transfer of Personnel, Property. —The Weather Bureau is hereby abolished. The present personnel, records, assets, liabilities, funds, and unexpended balance of the appropriation of the Weather Bureau shall be transferred to PAG-ASA. The incumbent Director of the Weather Bureau shall continue to be the Administrator of the PAG-ASA. In his capacity as Administrator he is authorized to reorganize, subject to the limitations imposed by this Act, the internal organization of the Administration, whenever advisable for purposes of efficiency and economy: Provided, That any major reorganization shall be subject to the approval of the Secretary of National Defense.
