Section 2

SEC. 2. The Secretary of Labor shall promulgate rules and regulations, governing the disbursement and expenditure of the working fund, subject to the usual accounting rules and regulations. The Commission on Audit is hereby-authorized to audit periodically the expenditures charged against the working fund.
