Section 7

SEC. 7.—Such sums as may be necessary to carry out the purposes of this Decree are hereby appropriated out of any funds in the National Treasury not otherwise appropriated. Thereafter, the sum necessary for said purposes shall be included in the annual General Appropriations Decree.
