Section 5

SEC. 5. Section 3 of Republic Act No. 5443, as amended, with regard to the imposition of an additional registration fee on privately-owned automobiles and all other laws, executive orders, proclamations, regulations, or parts thereof which are inconsistent with any provision of this decree are hereby repealed or modified accordingly.
