SEC. 4. ORGANIZATIONAL COMPONENTS OF THE COMMISSION ON AUDIT. The Commission on Audit, hereinafter referred to as the Commission, shall consist of the Commission Proper as constituted pursuant to Section 1, Article XII-D, of the new Constitution, and the central and regional offices as hereinafter created.
