Issuance of Implementing Rules and Regulations and Instructions.

Section 20

SEC. 20. Issuance of Implementing Rules and Regulations and Instructions.—The Secretary of Finance shall issue such rules and regulations as may be necessary for the proper and effective implementation of this Decree. The Secretary of Justice shall issue the necessary instructions to the Registers of Deeds of the provinces of Rizal and Bulacan and the cities of Quezon, Caloocan and Pasay to the end that the expeditious transfer of the pertinent documents treated in Section 12 hereof, as well as the proper safekeeping, maintenance and management thereof, may be attained.
