Preamble
WHEREAS, Presidential Decree No. 791 provides exemption from the payment of customs duties and compensating tax for importation of plant machineries, spare parts and other equipment imported by any person, partnership, company or corporations who or which is now engaged or will engage in the business of manufacturing, milling, processing or refining of sugar; and WHEREAS, the cost of farm machinery has likewise correspondingly increased the financial requirements of said persons; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree as follows:
