Section 10

SEC. 10. Powers of the Commission Upon Notice and Hearing.—The Commission shall have the following powers, upon proper notice and hearing: Formulate the national and regional human settlements plans. Formulate national or regional plans showing the area or areas for the location of factories, plants, industries, which shall be subject to regulation.
