Section 11

SEC. 11. Professors, instructors, lecturers and the Secretary of each college shall be exempt as such from any civil service examination as a requisite for appointment and their salaries should be exempted from the WAPCO, but the other personnel of the College shall be subject to the Civil Service and WAPCO Laws, rules and regulations.
