Preamble
WHEREAS, the Constitution of the Philippines directs the State to establish and maintain a complete, adequate and integrated system of education relevant to the goals of national development and further prescribes that all educational institutions shall aim to develop scientific, technological and vocational efficiency; WHEREAS, there are at present three National Schools aside from the Mariano Marcos Memorial College of Science and Technology in the second district of Ilocos Norte, operating independently of each other and are of different disciplines, servicing only the residents thereabouts; WHEREAS, the integration of the aforementioned schools into the Mariano Marcos Memorial College of Science and Technology will attain a unification of programs and policies for regional development; and WHEREAS, the integration of the aforementioned schools would serve to better achieve the above mentioned national goals and the aforestated aims; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
