Preamble
WHEREAS, there is a void in the membership 6f the governing Boards of chartered state universities and colleges created by the presently inoperative legislature; and WHEREAS, there is a need to have a wide representation of the various sectors in the governing Boards of state universities and colleges to provide for more relevant direction in their governance. NOW, THEREFORE, I, Ferdinand E. Marcos, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree to be part of the laws of the land.
