Effectivity Clause.

Section 11

SEC. 11. Effectivity Clause. — This Act shall take effect fifteen (15) days after its publication in at least two (2) newspapers of general circulation. Approved, (Sgd.) JUAN PONCE ENRILE (Sgd.)
