Declaration of Policy.

Section 2

SEC. 2. Declaration of Policy. — The State recognizes the importance of naval architects in nation building and development. The State shall therefore develop and nurture globally competitive naval architects whose standard of professional practice and service shall be of the highest quality through effective regulatory measures, programs and activities.
