SEC. 2. Such certificates of appreciation shall be issued such widows, parents and next of kin upon application to the Chief of Staff of the Armed Forces of the Philippines. As used in this Act: The term "widow" shall include widower. The term "parents" shall include mother, father, step-mother, step-father, mother or father through adoption, and foster parents who stood in loco parentis. The term "next of kin" shall include children, stepchildren, children through adoption, brothers, sisters, half-brothers and half-sisters. The term "World War II" shall include the period extending from December eight, nineteen hundred and forty-one to July twenty-fifth, nineteen hundred and forty-seven.
