SEC. 3. The USTSP shall admit students to its Villanueva Campus who may avail of graduate, undergraduate and short-term technical-vocational courses within the University's areas of specialization and according to its capabilities as the Board of Regents may deem necessary to carry out the University's objectives, particularly to respond to the needs of the province and the entire Region X. The USTSP is also mandated to undertake research and extension services in the Villanueva Campus, and to provide progressive leadership in these areas.
