Section 3

SEC. 3. Conduct and Supervision of Plebiscite.- The plebiscite conducted and supervised by the Commission on Election (COMELEC) on September 14, 1997 pursuant to Provincial Ordinance No. 11, s. 1996 of the Sangguniang Panlalawigan of the Province of Bataan, which ratified the creation of barangay St. Francis II, shall serve as substantial compliance with the plebiscite requirement under Section 10 of Republic Act No. 7160, otherwise known as the "Local Government Code of 1991", as amended.
