SEC. 12. Section 14 of Republic Act No. 10068 is hereby amended and renumbered, to read as follows: "SEC. 16. Local Executive Concerns. - Every provincial governor shall, insofar as practicable x x x. x x x x x x Local government units shall coordinate with the DA-Bureau of Plant Industry for the establishment and/or strengthening of local organic seed centers in order to increase farmers adoption to organic agriculture. The municipalities and cities are hereby enjoined to enact ordinances that shall protect organic farming zones and organic farming practices. x x x."
