SECTION 38. City Human Resource Management Officer. — (a) The City Human Resource Management Officer must be a citizen of the Philippines, a resident of the City, of good moral character, a human resource management or development practitioner, a holder of a college degree in management or any other related course from a recognized college or university, a first grade civil service eligible or its equivalent, and must have acquired at least five (5) years experience in the practice of human resource management or development, the administration, execution, coordination, and supervision of activities involving personnel operations, and the implementation of civil service laws, rules and regulations. (b) The City Human Resource Management Officer shall take charge of the Human Resource Management Office, and shall: (1) Develop a human resource management program for approval by the City Mayor and the Sangguniang Panlungsod; (2) Assist the City Mayor in implementing the City's policies and programs relative to recruitment and selection, appointment, training, promotion, compensation, and other personnel actions involving officials and employees of the City; (3) Recommend to the Sangguniang Panlungsod and advise the City Mayor on all matters relative to human resource management and development; (4) Establish and maintain a sound personnel program for the City designed to promote career development and uphold the merit principle in the local government service; and (5) Conduct a continuing organization development of the City, with the end view of instituting effective administrative reforms. (c) Exercise such other powers and perform other duties and functions as provided under the Local Government Code of 1991, as amended, and those that are prescribed by law or ordinance.
