Section 2

SEC. 2. General Manager and personnel.—The Gener-Manager shall have the direction and control of the Offlr in all matters which are not specifically reserved for actioi by the Board. Subject to the approval of the Board of Directors, he shall also appoint the personnel of the Office, except the Auditor and the personnel of the Office o the Auditor who shall be appointed by the Auditor General.
