SECTION 1. There is hereby established a tertiary general hospital in the Municipality of Abulug, Province of Cagayan Valley to be known as the Northwestern Cagayan General Hospital (NWCGH), which shall be under the direct control and supervision of the Department of Health (DOH). Any future increase in bed capacity shall be inconsistent with the hospital development plan which shall be prepared by the DOH.
