SECTION 15. Section 22 of Republic Act No. 9208, as amended, is hereby further amended to read as follows: "SEC. 22. Secretariat to the Council. — The Department of Justice shall establish the necessary Secretariat for the Council. x x x The Secretary of Justice shall determine the organizational structure and staffing pattern of the Secretariat. Such organizational structure and staffing pattern shall be submitted to the Department of Budget and Management for approval."
