SECTION 1. November 7 of every year is hereby declared a special working holiday in the Municipality of Cuenca, Province of Batangas to be known as "Cuenca Foundation Day:, in commemoration of its founding anniversary. Upon proclamation of the President, November 7 of every year shall be a special non-working holiday in the Municipality of Cuenca, Province of Batangas.
