SECTION 1. Declaration of Policy. - It is the declared policy of the State to promote physical education and encourage sports programs, league competitions, and amateur sports, including training for international competitions, to foster self-discipline, teamwork, and excellence for the development of a healthy and alert citizenry. To this end, the State shall promote the sustained development of young Filipinos whose skills in the field of sports shall be encouraged and honed through education and specialized training programs. It shall establish, maintain, and support a comprehensive and integrated system of education and training to encourage interest in sports among the youth, hone their athletic talents and skills, and promote the development of young athletes nationwide.
