SEC. 5. Section six of Republic Act Numbered Eight hundred thirty-six is hereby amended to read as follows: "SEC. 6. The buildings herein referred to shall be erected only upon lands of the exclusive ownership of the municipality or city, or which shall be donated or purchased for school site."
