SEC. 3. Any person who shall violate any provision of this Act or of any rule or regulation issued thereunder or infringe a special privilege granted under the provisions of this Act shall, in addition to whatever civil liability he may thereby incur, be punished by imprisonment for not less than five years and not more than ten years or by a fine of not less than five thousand pesos and not more than ten thousand pesos. If the offender is a corporation or association, the penalty shall be imposed upon its officers responsible for the offense.
