SEC. 2. Section nineteen of the Act of the Congress of the United States approved on August five, nineteen hundred and nine, as continued in force and effect on and after July four, nineteen hundred and forty-six, by Republic Act Numbered Three, is hereby amended to read as follows: "SEC 19. That consular officers of the Philippines having; any knowledge or information of any case or practice by which any person obtaining verification of any invoice defrauds or may defraud the revenue of the Philippines shall report the facts to the Insular Collector of Customs, through the Secretary of Foreign Affairs.
