Preamble
SECTlON 1. The sum of two million pesos is hereby appropriated out of the general funds in the National Treasury, not otherwise appropriated, to be treated as a revolving fund for the celebration of the First Centenary of the birth of Jose Rizal, including the payment of salaries of personnel, traveling expenses of the same, purchase of equipment, publication of the unexpurgated works of Jose Rizal and such work of others about him as are considered necessary in the proper understanding of the meaning of his life and labors, and other sundry expenses: Provided, That the amount shall be disbursed as follows: Six hundred thousand during the fiscal year 1956-1957; Four hundred thousand during the fiscal year 1957-1958; Five hundred thousand during the fiscal year 1958-1959; and Five hundred thousand during the fiscal year 1959-1960: Provided, further, That the overhead expenses in any given year shall not exceed twelve per centum of the appropriation for that year.
