Section 5

SEC. 5. Subparagraph (a) of section twelve of the same Act is amended to read as follows: "(a) To make all appropriations for the expenses of the government of the city, and to establish and fix the salaries of city officers and employees, except salaries of officers and employees fixed in accordance with Republic Act Numbered Eight hundred forty, and teachers in the public schools, subject to the approval by the Department Head."
