SEC. 14. The first paragraph of section forty-two is amended to read as follows: "SEC. 42. Powers and duties of the City Health Officer.—There shall be a city health officer, with a salary of not exceeding seven thousand two hundred pesos per annum who shall have charge of the health department. He shall have the following general powers and duties:"
