SEC. 3. Except in favor of the Government or any of branches, subdivisions, units, or institutions, lands acquired under the provisions of this Act shall not be subject encumbrance or alienation within a period of ten years from the date the patent is issued nor shall they be liable for the satisfaction of any debt contracted before the expiration of said period. Any contract or agreement made or executed in violation of this section shall be void ab initio.
