Section 23

SEC 23. No transfer of salary savings to the Government Service Insurance System.—The provisions of Republic Act No. 660 to the contrary notwithstanding, no savings from personal services under the general fund and special, revolving, trust, depository and other funds hall be transferred to the Government Service Insurance System.
