SEC. 10. There is hereby appropriated, out of any funds of the National Treasury not otherwise appropriated, an initial sum of two million pesos for the purpose of carrying out the provisions of this Act, and funds for at least one million pesos shall be appropriated yearly for maintenance and research. The Philippine Nuclear Energy Commission shall submit yearly progress reports of its work to the President of the Philippines.
