Preamble
"SECTION 1. There is hereby granted to Mr. A. J. Wills, hereinafter referred to as the "grantee" a temporary permit to construct, maintain and operate in the Philippines, at such places as the said grantee may select subject to the approval of the Secretary of Public Works and Communications, radio broadcasting stations and television stations: Provided, That the holder of the temporary permit herein granted shall start the operation of radio broadcasting stations within three years from the approval of this amendatory Act, and shall start the operation of television stations not later than December thirty-one, nineteen hundred sixty. Failure to comply with this requirement shall ipso facto cancel and void the temporary permit."
