SEC. 4. The sum of one hundred thousand pesos is authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, for the establishment, operation and maintenance of the said school for the fiscal year ending June thirty, nineteen hundred fifty-eight and for its operation and maintenance in subsequent years.
