SEC. 2. Any sum or sums of the appropriation herein mentioned remaining unexpended on the thirtieth of June, nineteen hundred and forty-eight shall revert to the general funds of the National Treasury and shall not thereafter be available for expenditure except in pursuance of appropriation made by law.
