SECTION 1. Section one of Republic Act Numbered Eleven hundred sixty-two is amended to read as follows: "SECTION 1. The expropriation of landed estates or haciendas in the City of Manila, Quezon City and its suburbs, which have been and are actually being leased to tenants, is hereby authorized."
