SEC. 3. To carry out the provisions of this Act, the sum of ten million eight hundred thousand pesos or so much thereof as may be necessary to cover the adjustment of salaries of employees now receiving the provincial rate is appropriated out of any funds in the National Treasury not otherwise appropriated.
